Economic History

Columbiana County was organized in 1803, the year Ohio entered the Union, and Lisbon remains one of the state's oldest county seats. East Liverpool became the 'Pottery Capital of the World,' with dozens of potteries along the Ohio River supplying most of the nation's dinnerware into the twentieth century; Wellsville shipped it out by river and rail. Salem grew as a Quaker town and a center of the abolitionist movement, later of machine and press manufacturing. Deindustrialization thinned the river towns after the 1960s, while Columbiana borough and the northern townships have added suburban housing tied to the Youngstown and Boardman job market.

Housing Stock Across Columbiana County

The Ohio River towns — East Liverpool, Wellsville — hold some of the oldest and steepest housing we work on: 1880–1920 frame and brick homes on hillside lots, plank decking, slate and asphalt-over-slate, and heavy original porch and bay-window roofs. Salem and Lisbon mix nineteenth-century in-town houses with postwar ranches. Columbiana and Leetonia add newer subdivision colonials with simpler geometry and walk-on pitches.

Permitting Norms

Ohio has no statewide residential roofing license. Building permits are handled locally — the Columbiana County Building Department serves many townships, while East Liverpool, Salem, and Columbiana administer their own codes and, in some cases, contractor registration. Requirements should be confirmed jurisdiction by jurisdiction before work starts.

Regional climate — Shenango Valley & the PA/OH border

This is a regional pattern, not a local one — it holds across our whole territory. Roughly 40 inches of rain and 50+ inches of snow a year, with lake-effect bands off Lake Erie in winter. Freeze-thaw is the dominant cool-season roof stressor from November through March. Summer brings straight-line wind events off the Ohio border and occasional hail from convective thunderstorm lines. What varies from town to town is which of those forces bites first on the specific roof profile that town was built for — that's what the page above covers.

Manufacturer credentials

  • GAF Master Elite Contractor. Held by a small percentage of roofing contractors nationwide. Required to install the GAF Golden Pledge warranty — 50 years on materials, 25 years on workmanship, transferable once. GAF inspects the completed roof before issuing the warranty.
  • Owens Corning Preferred Contractor.
  • IKO Craftsman.
  • Fully insured in Pennsylvania and Ohio. In-house crews — no subcontractors. Family-owned and operating out of Sharon, PA since 2000.

Path 1 — Insurance claim

For wind, hail, or storm-driven damage. We walk the roof with your insurance adjuster and document what we find so nothing that should be covered gets missed. We are not a public adjuster — that is a separate PA license — and we do not negotiate the settlement. We document damage, meet the adjuster, and rebuild what the carrier approves to code and to manufacturer spec.

Path 2 — Retail with financing

For roofs simply reaching the end of their life. 0% interest financing on shorter terms and long-term financing that keeps monthly payments low. Runs through a lending partner and is subject to credit approval. We walk through both paths in the free in-home estimate before you sign anything. See financing details →

Frequently Asked Questions

How far is Columbiana County from your Sharon shop?
Salem and Columbiana are about 40-45 minutes and East Liverpool about 70. All of it is inside our normal Ohio routing.
Does Ohio require a roofing license here?
There is no statewide residential roofing license. The Columbiana County Building Department handles permits for many townships, while East Liverpool, Salem, and Columbiana administer their own codes and may require contractor registration.
What should East Liverpool and Wellsville homeowners expect?
Older, steeper roofs on hillside lots. Many 1880-1920 homes have plank decking, asphalt over slate, and original porch and bay-window roofs, so tear-off volume and detail work run higher than square footage alone suggests.
Do you handle emergency leaks in Columbiana County?
Yes. We tarp and dry-in first, document the damage for the claim, then return for the permanent repair once the weather window allows.

I called Penn Ohio for a roof repair estimate on my home recently. Gary came to my home and I could tell that he cares about doing the best for the customer. He gave me a lot options to choose from and I felt very comfortable and not like he is trying to take advantage of me like other companies. 10/10 guy.

These guys were great to work with. I've dealt with contractors that want to spend two hours of my time hitting me with a PowerPoint followed by high pressure tactics to commit immediately. They offer one price if I sign today but magically
