Economic History
Carroll County is the least populated county we serve and one of the most rural in eastern Ohio. Carrollton, the seat since 1833, is home to the McCook House, built by the family that sent more than a dozen sons and brothers into the Union Army and became known as the Fighting McCooks. The economy has always been farming and timber, with coal and clay in the eastern hills; after 2010, Utica shale drilling brought a wave of gas activity, road traffic, and lease income to the county. Atwood and Leesville lakes support a seasonal cabin and camping economy.
